Victor Lion is a minor character that appeared in the early Betty Boop cartoons. The character made his first appearance in Silly Scandals in 1931 as a magician, whilst performing on stage Bimbo makes fun of his act, so Victor hypnotises him and makes him dance, then hits Bimbo on the head.
